1. The workaround setting `install_items+=" /usr/lib/systemd/system/systemd-hibernate-resume.service "` should not be needed. Can you test with just adding `add_dracutmodules+=" resume "`?
2. The problem you are facing is that the resume module is not included despite wanting it. Have you rebuild the initrd after configuring suspend?
