1. The workaround setting `install_items+="
/usr/lib/systemd/system/systemd-hibernate-resume.service "` should not
be needed. Can you test with just adding `add_dracutmodules+=" resume
"`?

2. The problem you are facing is that the resume module is not included
despite wanting it. Have you rebuild the initrd after configuring
suspend?

To debug this behaviour, can you run `dracut --force --debug` once on a
fresh system and once you configured suspend (but without the modified
dracut config)?
