The language used in the Bug description is not very clear, but I think the person that made the report is complaining about the same thing as I am.
At work I use Ubuntu, I have to access the Internet behind a corporate firewall. So I configured the proxy and the username/password for it in Gnome Network Proxy Dialog. I usually use aptitude for package management, and it reads the proxy information correctly.
