According to the mysql logs:

You seem to have another instance of mysql or something else using up
port 3306/tcp.
Cross checking with dmesg, you seem to have a snap called "mysql-strict"
installed that could be using up that port:

You should stick to either the snap version of mysql, or the deb
packaged version, but not both.
