The situation is actually more complex actually. 'gnuwho' also doesn't
work, but logs an apparmor message:
apparmor="DENIED" operation="open" class="file" profile="who"
name="/run/systemd/sessions/2"
if you remove apparmor and reboot, gnuwho does work.
So, it seems:
* gnuwho is broken because of apparmor (the file /etc/apparmor.d/who is owned
by apparmor).
* uutils who is broken because of the change in systemd.
