1. We tried more than 5 systems (same type), all failed HWE kernel install 
(while all passed with the GA kernel). So, ISO image is not the failure reason.
These systems installed different brands / sizes of NVME drives, so at this 
time point we don't think it is a specific NVME drive issue.

But we may replace with Intel NVMe or Samsung NVMe once we get a chance.
And we are going to check what other servers behave with HWE kernel install.

2. It appears that this defect was a known issue to Dell too, I am interested 
if Dell ever opened a ticket to Canonical.

3. Note that, we did all the same steps with yours. Except at step 1, we
used either OS mount from BMC, or attached USB directly. Both failed.

4. Again, installing HWE kernel from OS image on a USB stick failed. And
the GA kernel passed.
