The OpenStack version mentioned in your report, 2023.2 (Bobcat), is no
longer supported. You can view the list of currently supported OpenStack
releases on the OpenStack Releases page: https://releases.openstack.org/
Please note that diagnosing and testing issues on s390x is difficult for
the Nova team due to a lack of available hardware. If this issue is
still relevant on a supported version, we highly encourage you to
propose a fix if possible.
We would also need this issue to be reproduced and verified on a
currently supported version of OpenStack.
For now, we’ll mark this bug as 'Incomplete'. Please update the report
with the missing information and set it back to 'New' once updated.
