Adding a flash-kernel task to this. It appears there's a few folk
attempting the straight "apt dist-upgrade" route from noble to resolute.
This isn't a supported route, but it's common enough that if we can
mitigate issues with it, it'll save a certain amount of support work.

To that end: flash-kernel in resolute should "break" ubuntu-server-raspi
and ubuntu-desktop-raspi (the meta-packages) versions less than 1.570
(the version in resolute). This should ensure that, when calculating the
dist-upgrade, either the meta-package definitely gets upgraded, or
flash-kernel *doesn't* (if flash-kernel *does* get upgraded to the
version in resolute on a raspi, it results in a version that knows
nothing about the raspi and everything breaks).
