Public bug reported:

We have multiple instances where nginx segfaults and logs "malloc(…)
failed (12: Cannot allocate memory)" when installed with the recent
nginx update 1.24.0-2ubuntu7.10 on noble. Downgrading to
1.24.0-2ubuntu7.9 or 1.24.0-2ubuntu7 resolves the issue.

suggests that the nginx update broke ABI requiring a rebuild of 
libnginx-mod-http-modsecurity.
