Public bug reported:

For 26.04, as part of the migration from Ubuntu Report to Ubuntu
Insights, logic was introduced to migrate user consent for the situation
where Ubuntu Insights was configured in general, but not consent for the
ubuntu_release_upgrader source.

For releases following 26.04, this logic is now unnecessary, as it is
expected that the user should already have been migrated in some way,
such as through GNOME initial setup. Thus, we can remove this consent
migration logic.
