Here is a patch that implements my suggestion.

It uses the 'default' action, which means that it is the button
itself that is clickable, no extra buttons are added, as I think
this is simpler. However if buttons such as "ignore" are to be
added as well then this action can be made a button (I believe
this can be done in addition to making the whole balloon
do this).

I realise now that I should have added similar code for the
crash report etc. notifications. Please let me know if you wish
me to do this as well. (I hadn't actually seen a crash report
balloon before, which I guess is a good sign).

I have been using this patch for the last few days on my
machine with no problem.
