Public bug reported:

For Tegra, we are backporting the following upstream commit ...

```
commit 550a190494a0d3e933dd6f3b2e9c430f94a30a8c
Author: Nirmoy Das <[email protected]>
Date: Wed Dec 17 07:45:29 2025 -0800
    PCI: Add PCI_BRIDGE_NO_ALIAS quirk for ASPEED AST1150
```

In order to backport the above commit we are also including the
following commit to maintain the same history ...

```
commit cf761e3dacc6ad5f65a4886d00da1f9681e6805a
Author: Jonathan Currier <[email protected]>
Date: Sun Nov 17 17:48:42 2024 -0600
    PCI/MSI: Add an option to write MSIX ENTRY_DATA before any reads
```

We have noticed that the above commit conflicts with the following
change from Canonical that is already included in the v6.8 kernel ...

https://lore.kernel.org/linux-
pci/[email protected]/

The above commit from Canonical has not been accepted in upstream so
far. Given that this conflict exists in the Canonical kernel, it is best
if we could resolve it there. Ideally, we would pull in the upstream
commits above that are now merged upstream and rebase the Canonical
change on top. Please be aware that variable 'pci_dev_flags' is only
16-bits and so there is still room to add these flags, but any future
additions could overflow the variable.
