The gds-tools binary package contains documentation outside of
usr/share/doc:
I: gds-tools-13-1: package-contains-documentation-outside-usr-share-doc
[usr/local/cuda-13.1/gds/tools/README]
Documentation is usually shipped via a -doc package or in this case more
appropriate as manpage for the binaries.
