Hi, this is not a regression. The CFS has the group scheduling feature enabled, which is utilized using the Fair User interface. What this means is that the root has the ability to set the importance of every user. Those tunables are accessible at /sys/kernel/uids/<uid>/cpu_share.
You can also have udev scripts which can be written as per http://lkml.org/lkml/2007/10/9/115 .
