This is probably a problem with all pop-up menus as that same problem exists with the "Bullets and Numbering" menu. Another way to get the buttons to their correct de-highlighted state is to move another window over top of the menu bar. When a button in the menu bar reappears, it is redrawn correctly as de-highlighted.
