This is because http://zh.wikipedia.org/zh-cn/ uses `zh-Hans-CN`, instead of `zh-CN`. Windows recognizes `zh-Hans` properly, but Ubuntu doesn't. Also see https://bugs.launchpad.net/ubuntu/+source/language- selector/+bug/2142662
