Plymouth still needs fixing first because the same issue causing bug
2116296 makes it too hard to know what scaling factor Plymouth used. I'm
facing this issue in development where it's a different size after boot
(in debug mode) compared to what it was during boot. So now is a good
time to fix bug 2116296.
