I got an empty menu tab applications installing kde4 that removed applications-menu from /home/usr/.config directory and replacing it be kde-applications-merged. I did "sudo update-menus" and got a debian-menu.menu installed. To solve the missing menu I copied /etc/xdg/menus/applications.menu.orig.dpkg.-new file to /home/user/.config/menus/applications.menu.
