@juergh yes, kdump-tools was definitely stalled trying to create the file /var/lib/kdump/initrd.img-6.17.0-4-generic. After reboot, I checked this file. It was present, but not of proper size (it was either zero size, or a few hundred bytes, I don't remember, unfortunately). I think that the probable cause for that is that it needed to perform some filesystem operation at that point, that required a kernel lock that was held by nfs mount.
