The bug report is partially inaccurate: --debootstrap-options, which appeared upstream 13 years ago (commit 80bfaf9f), is not in the Ubuntu package at all. The typo referenced here is not what is preventing the use of the command.
As a hack, I believe you can append `DEBOOTSTRAP_OPTIONS=` to config/common where it will be picked up by /usr/lib/live/build/lb_bootstrap_debootstrap.
