I found the 24.04.3 iso won't even load a gui with my rx9060xt, I'm
pretty sure that's because the linux-firmware package doesn't have what
is needed.
With linux-firmware 20240318.git3b128b60-0ubuntu2.15 I get

If I copy linux-firmware/amdgpu from upstream on my system that error
goes away.
