I had the same problem on a recently installed Kubuntu 24.04 system on HP ProBook 450 G1 (Haswell i5, with integrated graphics). Kernel is 6.8.0-71. Cold boot was working fine, but on *reboot* I got a black screen at the LUKS password prompt, so not seeing the HP and Kubuntu boot logos. Please note that, if I typed the password blindly, the boot process was then proceeding successfully, and the system in the end was starting. However, it was quite annoying not to see anything.
Adding i915 to /etc/initramfs-tools/modules and running "update- initramfs -u" fixed he problem for me too. It was not easy to find this bug report though, since searching for "reboot problems" was leading to a lot of other "black screen on boot" problems, unrelated to this one, including an (already fixed) sddm problem for Kubuntu.
