Public bug reported:

If I create a /etc/dkms/framework.conf.d/autoinstall_all_kernels.conf
file with the following content:

autoinstall_all_kernels="yes"
~~~

this parameter does not apply: DKMS keeps building modules only for the
currently booted kernel version. If I instead set this parameter in the
/etc/dkms/framework.conf file then the parameter gets applied as
expected.
