Oh, I've noticed that there's an effort underway to break out bpftool
and linux-perf into separate packages (which would be convenient for
multiple reasons.)

However, for noble there's no linux-perf package available as per
https://packages.ubuntu.com/search?keywords=linux-
perf&searchon=names&suite=all&section=all , and bpftool is a virtual
package not provided by the hwe tools package:
https://packages.ubuntu.com/search?keywords=bpftool&searchon=names&suite=all&section=all
