I could successfully build the new version locally (without -proposed), but it 
failed when I did a test build in PPA where I have -proposed enabled:

Did another test build in PPA without -proposed (to double-check) and it worked:

The suspicious lines in the build log are:
"
cp: cannot create symlink 'opencryptoki' to 'sbin': File exists (os error 17)
dh_install: error: cp --reflink=auto -a debian/tmp

Smells like an issue with rust-coreutils.

Adding this info to LP#2116859 - "`cp -a` fails to copy symlink to
directory".
