FTR - This behavior is caused by
https://web.git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=c162ba4f45ab6ef3b7114af6fb419f1833f050c0

As you can see this makes sure that only known microcode is loaded.
This is a very intentional mitigation for
https://bughunters.google.com/blog/5424842357473280/zen-and-the-art-of-
microcode-hacking

So if you're seeing the message it means one of two things:

1) There are missing patches enumerating microcode checksums in the kernel 
you're running
2) There was a bug where your system was excluded.

1 is more likely, @juerg can you please make sure that you keep this up
to date as microcode gets updated?
