In its current state, it's going to be hard to have an MIR for mmdebstrap, at least because of the sad state of its automated testing. It doesn't have build time tests at all, and the autopkgtest testsuite, while looking promising, is currently highly tied to Debian. This would require at least some effort on that front, to have passing autopkgtests, and at least have some safeguards against regressions.
