sorry for the late reply, the person on triage that day was ill and we recover 
the lost cases slowly one by one :-/

The logs are sadly not too obvious, I see there was a normal upgrade

Upgrade: postgresql-14:amd64 (14.13-0ubuntu0.22.04.1, 14.15-0ubuntu0.22.04.1), 
postgresql-client-14:amd64 (14.13-0ubuntu0.22.04.1, 14.15-0ubuntu0.22.04.1), 
libpq5:amd64 (14.13-0ubuntu0.22.04.1, 14.15-0ubuntu0.22.04.1)

And that this failed like

Setting up postgresql-client-14 (14.15-0ubuntu0.22.04.1) ...
Setting up postgresql-14 (14.15-0ubuntu0.22.04.1) ...
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
locale: Cannot set LC_ALL to default locale: No such file or directory
dpkg: error processing package postgresql-14 (--configure):
 installed postgresql-14 package post-installation script subprocess was killed 
by signal (Broken pipe)

But there is no clear indication on what or why it failed. Dmesg is free
of common "this is bad and odd" like I/O errors. But all we know at this
point is that it was failing to execute the maintainer scripts.

Since this is a while ago there is a chance you know by now.
Did this go away by retrying?

Did later upgrades work, this is now on 14.18-0ubuntu0.22.04.1 ?
