The current situation in questing images seems to be this:

- gpgv is considered upgradable
  - that pulls in gpgv-from-sq and gpgv-sq

Not upgrading:

- the rest of gpg/gnupg is held back as installing it would conflict
with keyboxd

Forcing the whole transition through (removing keyboxd) still leaves it in a 
broken state (for a moment I assumed that bringing in the full set might fix 
it).
