The following tip may have become outdated:

You can edit your network configuration in /etc/network/interfaces and
enable your changes by issuing the command sudo /etc/init.d/networking
restart.

I observe no such file in my system, but that might just be because of
my local configuration.

Online, I can see other people struggling with this, and cannot
determine which is the correct truth.

"This used to work for older kernels. Now it seems that do not work

It appears that `/etc/init.d/networking restart` logged a message similar to 
Running $0 $1 is deprecated because it may not enable again some interfaces" in 
2010, per https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=565187
