Public bug reported:

Nginx errors are still being logged to error.log.1 after log files have
been rotated.

Steps to reproduce:
1. Install nginx on Ubuntu 24.04.
2. Wait for logrotate to run.
3. Check /var/log/nginx/error.log (empty) and error.log.1 (receives new logs).
Expected: Nginx writes to error.log after rotation.
Actual: Nginx writes to error.log.1.
