protobuf-c/1.3.3-1ubuntu0.2 has been sitting in focal-proposed for almost 1000 days, without any additional SRU being deployed. Focal 20.04 is going to be out of standard support later this year. I'm removing the "block-proposed" tag, unblocking this SRU, to make life easier for ESM folks, by having proper testing in place after Focal EOL.
