The merge was done, but didn't migrate because ruby-rack version 3 ended up not
migrating either.
There is a new version available in Debian and it will be merged for qq.
I am marking this wontfix as this version will not land on plucky and
there won't be new pcs merges for plucky. Feel free to change if that is
not the proper status.
