I am not sure if I can be of any help in this case.
The bug came in under the umbrella of the IBM Power project, but it is 
obviously amd64 in a VMware environment - and I am not familiar with that. But 
I at least try to help ...

Since plucky / 25.04 was still under heavy development 2 weeks ago there could 
always be a bad ISO image.
I recommend to retry with the current beta:
https://releases.ubuntu.com/25.04/
https://releases.ubuntu.com/25.04/ubuntu-25.04-beta-live-server-amd64.iso
that should have already stabilized a bit.
(and checking the hash)

Then I read that you said that the boot order is set to CD-ROM only,
but the boot messages show an PXE (netboot) attempt, which wonders me.
Probably worth to re-check the settings, and if they are persistent.

The plucky / 25.04 release already seems to work fine in many other
cases, so I think that this is not a general issue with the ISO images
themselves.

You may alternatively create a bootable USB stick and try that, booting
from USB (instead of booting the ISO as virtual CDROM).

In case you run your system under an Ubuntu subscription (Pro), it might
be worth to open an official support case (in SalesForce), our support
colleagues may have more options/environments to help in this praticular
case and on this platform (compared to me, since I work on IBM
platforms).
