I have now figured it, the issue was caused by do-release-upgrade from
20.04lts to 22.04lts.

The issue came when it installed the new packages, but then there were
duplicates of many many libraries, and I mean many.

I had to run /usr/lib/usrmerge/convert-usrmerge manually until I have fixed
all of them after finding which were the registered libraries,
which took around 6 hours in total, so the bug isn't in systemd
specifically, but rather the upgrade made a mess it couldn't repair.

Because I set about repairing everything I have no point of reference
now.
