I'm not so new, so I can say why ;)
libglapi-mesa was deprecated, for reasons I don't know, but I'm sure there are 
good reasons, and now libgl1-mesa-dri has a symlink with the same filename that 
points to libgallium.
After I removed the libglapi-mesa package the update worked. My issue is 
related to problems during the upgrade from oracular, where libglapi-mesa 
exists, to plucky, where it didn't exist.
