Public bug reported:

tzdata=2024b-5 has stopped generating the /etc/timezone file.

The canonical path to get the local timezone in systemd systems is
/etc/localtime, which is a symlink to the corresponding tzdata file in
/usr/share/zoneinfo

This is breaking ubuntu-report's ability to collect the user timezone,
and causes a FTBFS issue:
