Well, this is intriguing. While testing the plucky daily images for the Raspberry Pi desktop, I found that this issue appears fixed (at least for my very narrow case of a Raspberry Pi driving a particular monitor which consistently failed to go to sleep when the desktop was locked). It would be interesting to see if this is resolved for other platforms too?
