Public bug reported:

The boot console defaults to ttyAMA0 on arm64 because that is hardcoded in the 
kernel config.
This breaks the boot console and consequently FDE unlocking in desktop setups.
Manually adding console=tty0 to the kernel command line fixes the issue.

The same issue previously affected the installer iso, see

The fix in 
https://git.launchpad.net/~ubuntu-cdimage/debian-cd/+git/ubuntu/commit/?id=77a5ae1239f21df585f91e4af74f73c3d5625c26
 only affects the installer iso itself, not the resulting installation.
