Expected Result: OVMF noble package should support the SNP QEMU launch
without any guest boot issues.

Actual Problem:
SNP QEMU Guest Boot hangs when we use the OVMF noble packaged version in the 
QEMU `-bios` option

Additional Information:
We believe that the current noble OVMF package has broken OVMF file, since the 
same QEMU Guest Boot launches succesfully for the latest OVMF upstream release 
on the noble host.
