Attached is a debdiff for oracular which fixes this issue.

** Description changed:

  [Impact]

Autopkgtests for finalcif fail on Noble and Oracular, which affects migration
  of important packages, like xorg-server.
+
+ https://autopkgtest.ubuntu.com/packages/f/finalcif/noble/amd64

Noble will be around a long time, and we want to make it easy to migrate
  xorg-server.

We should fix the autopkgtests so they pass.

  [Testcase]

  Run the Autopkgtests for finalcif.

  [Where problems can occur]

We are changing the testcases run during autopkgtest to reflect an api change
in checkcif. This should match the changes in the project themselves, but if
they don't we might be covering up a bug.

Plucky has been fixed already in 137+dfsg-2syncable1, with a vendor patch that
will need to be dropped when the next major version is uploaded to debian.
