I'm currently using a notebook and I connect it to another monitor through the
HDMI port. When I soft-reboot it, the connected usb mouse I use keeps lagging,
as if it's polling rate is absurdly low. USB Keyboard and integrated trackpad
are unaffected. Wheen disconnecting and reconnecting the mouse, it still lags,
persisting after reboots.
The problem only goes away if I reboot it and only connect the HDMI cable after
the login screen appears.
I'm using XFCE with OpenBox as my window manager, but it also occurs
when using Xfmw4. It also occurred when I was using 22.04 LTS. I'm also
using the XanMod kernel 6.12 but it also occurred when using the Ubuntu
kernel.
