Public bug reported:

The python perf module, before part of the linux-tools-$(uname -r)
package, is now in bin:linux-perf.

tuned could be changed to depend or recommend bin:linux-perf. But there
is a bug still in linux-perf itself:

At least we should have a dep8 test in tuned that tries to import perf,
to avoid this regressing again.

Besides the dep change (to be tested), we also need to change (or
remove) the patch we have that prints an error message with instructions
to install linux-tools-$(uname -r) if perf cannot be imported.
