Public bug reported:

As exemplified by test failures on riscv64 runners in the Debian CI
infrastructure [0][1][2], the connection between ovn-controller and SB
DB may trigger false negative test results.

A solution may be to configure a inactivity probe in the ovn_start()
macro.
