I compared the udev rules (themselves, in /etc/udev/rules.d) on plucky with rules from 24.04 (on the exact same system, installed in the exact same way - to get the same set of rules), but couldn't find any significant differences. Looks to me now that this is more caused by the way the events are triggered and processed. It could also be systemd (due to udev) or initramfs-tools - some of the recent changes in these areas.
