Bug reporting is about finding & fixing problems thus preventing future users from hitting the same bug. You reported this bug against the 'gnome-system-monitor' package. Why? Both Vivaldi and VSCode are applications which are not part of official Ubuntu releases so cannot be supported by the Ubuntu project.
