The "Scroll action" controls what happens when scrolling outside of the app list, or when scrolling hovering the app list if it is configured to automatically scale the icon sizes so that scrolling the list won't be necessary. The default is 'switch-workspace' on my system 🤔 If you want to drop that behaviour, I would say we can just flip the default to 'do-nothing' rather than killing the code.
