No C-State option in my HP Laptop BIOS. But instead, I added
nvme_core.default_ps_max_latency_us=0 pcie_aspm=off pcie_port_pm=off to GRUB_CMDLINE_LINUX_DEFAULT at "/etc/default/grub". Then "update-grub2" and restart.
