This is fixed in Debian by the following patch:
https://salsa.debian.org/android-tools-team/android-platform-
tools/-/blob/master/debian/patches/system/Drop-gki-dependency-from-
mkbootimg.patch

We need to import this package into 24.04 and beyond to allow an
important android development tool (mkbootimg) to continue working on
Ubuntu.
