If it doesn't work with other kernels then it is still a bug :). Can you make sure that the corresponding linux-ubuntu-modules packages are installed for the broken kernel versions?
If yes, please file a bug and add the following information: output of dmesg, lsmod, lircd entries in /var/log/daemon.log and /etc/lirc/hardware.conf.
