See if this returns anything:
grep nouveau /etc/modprobe.d/* /lib/modprobe.d/*

If it does, that probably means configuration files were left behind from 390 
packages that were removed on upgrade. You can get rid of those with:
sudo apt purge *390*

If grep doesn't return anything, see what happens when you load nouveau 
manually:
sudo modprobe -v nouveau
